I'm sure there will have been a lot of folk waiting until the end of the month to make the purchase ( a lot of people waiting on payday) if as you said it was really busy and they have been turning people down, it wouldn't be unreasonable to extend the early bird offer for a day or two maybe even look at next years deadline and set it a couple days into June to allow for folk that might be waiting until month end
