It's the top 3 countries that get an additional place, so we are currently in line for one.

So being second in a competition is rewarding failure but giving the reward to the team finishing 5th in another competition isn't.

It's the SFA that allocate the places not the SPL, I had a quick check of SFA site I can't find any mention of it. I recall when it was first mentioned that only the winners could qualify the SFA applied too late but UEFA said they would not entertain the idea anyway.

To much is made of this "Fans Charter" it means nothing and can be changed to suit the will of the board. It originally said there would be a dedicated family section in the Davie Cooper Stand for all games and that the charter would only be changed in consultation with the fans. These have now been withdrawn (wonder why?). As soon as you point things like this out it will be changed.
