The U21s have only had one competitive fixture which was against Kazakhstan since last November so there was no point in moving them up when the u19s had a chance to qualify for the European Championship and potentially the u20 World Cup. Miller played a few days after his 16th birthday and Celtic gave Ben Doak a game aged 16. I think Yamal would be fine here.
