Part of it is down to the police who tell the club and stewards not to chase fans if they get on the park as it will leave gaps for more to get on. As a steward working that day it was so Ott the number of stewards and police ringing track side.but it worked.You run the risk though of being branded heavy handed and *spoiling the atmosphere" by some and painted in a bad light.so the club is in a lose \ lose situation.
