I believe the Joy Division were a Waffen SS unit on the eastern front, who took macabre pleasure in their inhumanity towards the occupied Soviet population, hence the name. However, the group themselves were anything but Nazis, rather it was an acknowledgement of the terrible things people are capable of. The controversy continued after Ian Curtis' death when the remaining members of Joy Division (and Gillian Gilbert) continued under the name New Order. Cue more complaints of Nazi sympathies. That's the 'Joy Division was the name of prostitutes in concentration camps' angle. However, many army and SS units gave themselves dark epithets, of which the Joy Divison were but one. It does sound like a phrase they would use, but to be honest it's a phrase that could be used in so many contexts by so many people. The band claimed that it was simply because they were the same band with a new order (given that Curtis was gone and Gilbert was now involved).
